The Open University was established by Royal Charter in 1969 with the mission is to be ‘open to people, places, methods and ideas’. It is a national university, working in all four nations of the UK as well as globally, employing around 11,000 people across a range of academic, associate lecturer and professional services roles. Pioneering higher education by distance learning over 2 million people have studied with the OU, predominantly part-time and often while in paid work.
As part of the Open University’s People Services Senior Leadership Team (PSLT), reporting to the Group People Director, this role leads the ongoing transformation and evolution of the People Services Hub, a team of circa 100 people who are responsible for delivering operational people services support and advice across the employee lifecycle.
This is a key leadership role responsible for the ongoing development of the People Services Hub strategy in accordance with the ongoing service redesign which provides a defined roadmap and clarity of vision and direction for all People Hub teams.
Skills and Experience
The role holder needs extensive experience and expertise in leading change, transformation and the continuous improvement of HR Shared Services / HR Operational teams in large, complex organisations. They are a people and customer centric, inspirational leader who engages and motivates teams with an effective communication style, who can build strong and effective stakeholder relationships with the ability to work across boundaries, influence people and outcomes, and achieve agreed deliverables.

- Proven experience in leading HR Shared Services / HR Operational teams in large, complex organisations
- Demonstrated experience of managing complex, high-volume HR processes in an efficient, effective and technologically focused manner
- Broad functional HR knowledge and expertise gained through prior roles within HR/People Services at an operational and leadership level
- Proven experience of managing stakeholder expectations and customer contact strategies
- Demonstrated experience of successfully leading and managing change and transformation within a HR Shared Service / HR Operations team
