About the Role

This role is accountable for the management of a team in the delivery of the TfL Early Years programme ensuring alignment to both internal and external schools engagement agenda's including the Mayors early years skill priorities and government education policy.

The role will focus on the delivery of TfL early years interventions to ensure they meet the future scarcity skills needs of both the transport industry and TfL, including interventions that inspire young people's interest and their influencer's in STEM careers and the transport industry generally. Interventions will equally focus on activities that will enable social mobility and contribute to an inclusive and diverse pipeline of talent into job entry roles.

The role will be accountable for overseeing the delivery of all elements of attraction and review, evaluate and implement the selection approach for in the region of up to 300 participants per year across 30 programmes including graduates, internships and apprenticeships.


•    External developments and best practice in the early years agenda including educational policy (essential)
•    External developments and best practice in graduate, apprenticeship and job entry resourcing (essential)
•    Link between business strategy and HR strategy
•    Government policy on the skills agenda
•    An understanding of early years volunteer programmes such as STEM ambassadors and Enterprise Advisers
•    Campaign planning and management


•    Assess the overall current and future resource and talent levels across the organisation and develop in-year plans to fulfil resourcing and talent needs in one or more specific areas (including external and internal resourcing)
•    Direct experience of early years development interventions that align and integrate structure, capability, systems, process and culture to support organisational goals and objectives
•    Understands the relevant jurisdictional employment and equality law, regulations and policy and how to apply this
•    Able to use best practice principles in assessment and selection to make recommendations on processes/techniques
•    Understands how to make recommendations for effective attraction and sourcing approaches based on business needs
•    Able to gather data from a variety of sources and provide effective insight and analysis to inform credible conclusions and influence business units and the people strategy
•    Able to work with and how to raise and deal with service quality problems


•    Experience of managing high quality end-to-end early years interventions
•    Experience of linking the talent agenda to relevant early years interventions to improve the talent pipeline with an emphasis on under represented groups and social mobility
•    Experience of working with third party providers of early years interventions
