SMCR Training & Competency Manager

I am recruiting for a Senior Managers Certificate Regime (SMCR) role for a highly successful Asset Management firm based in the City. The SMCR & Training and Competency Manager will be responsible for delivery of; fit and proper assessments and certification; management of compliance and regulatory training, SMCR process and administration management and perform the roles of Risk Liaison Officer and Data Protection Liaison Officer. They will support the broader Talent Team on the annual Talent Management processes as required relating to Goal Setting, CPD, Talent Review, Performance Appraisal and T&C assessment.

The role holder will partner with the Talent Management Team, HR Business Partner Team and Compliance team with focus on the delivery of all aspects of the Senior Manager and Certification Regime.

Role Responsibilities:

  • Responsible for overseeing the annual Fitness and Propriety assessments - Monitoring and overseeing the completion of all documentation and evidence that supports the annual Fit & Proper (F&P) Assessments;

  • Responsible for all online Mandatory and Regulatory Training:

  • Design and deliver training and communication to new hire or internal moves into Senior Manager or Certified Roles to ensure understanding their role and responsibilities

  • Close partnership with the Enterprise Learning Management System team, external vendor and Compliance to ensure that systems that deliver mandatory e-learning are fit for purpose.

  • Responsible for mandatory e-learning creation supporting SME's through the end to end process to ensure modules are delivered on time and in accordance with Mandatory e-learning policy.

  • Leading the annual review of the Mandatory e-learning policy

  • Provide EMEA Head of Compliance with data that is required for Risk and Controls Committee and risk adjustment reviews

  • Working in partnership with Operational Risk to deliver a successful ISAE audit on our systems and controls in relation to Mandatory e-learning.

  • Supports HRBP's with escalating conduct breach investigation finings

  • Liaise with Compliance to manage Regulatory qualifications impact for Certified roles.

  • Managing the end-to-end SMCR administration process and oversee the completion of the required documentation including monitoring completions, prompting actions by employees/leaders as part of the onboarding and regulatory approval processes, annual requirements and job changes Partners with Compliance, Front Office Controls and HRBP team to oversee and maintain all documentation.

  • Be the primary liaison between HR and Operational Risk and DPLO championing the Risk and Data Protection agenda

  • Stakeholder management, working closely with EMEA Head of Compliance, Compliance team and HR business partners to ensure processes and policies we use within HR are aligned to legislative and regulatory change.

Experience and Skills


  • Experience of delivering SMCR in the Banking Sector or experience of working in an HR role where responsible for implementing other FCA / regulatory change (such as Approved Persons regime) to ensure continual compliance with regulatory and internal policies and processes

  • Demonstrable experience of managing HR core services provision and systems, for example knowledge of and experience of delivering the annual performance management process.
