Talent Development Lead

We are looking for HR and OD professionals who are at the top of their game and who are passionate about developing modern, business focussed solutions, and who are not afraid to challenge and try something new. The challenge we have at Essex County Council is massive, the opportunity is even bigger. This is your chance to bring new and modern ways of doing things to one of the biggest county councils in the country, where you will be encouraged to share your ideas, experience and be at the heart of creating and delivering best fit solutions.

If the idea of being part of a team who is making a real difference to public service, and to the lives of the residents of Essex, appeals to you – then this is the place for you. You may currently be working outside of local government or even in the private sector but looking to showcase your skills on a larger stage and focussed on business performance which has a real impact on people’s lives.

The opportunity

This exciting role within our ODP function will see you lead the development and implementation of a talent development framework for the entire organisation, including looking at relevant ways we can improve our succession planning. You will need to work very closely with our People Business Partners, People insight, Leadership development and Resourcing teams to analysis data, translate workforce insights into future talent needs and identify critical capability gaps. As well as enabling the early identification of talent, we will rely on you to support the organisation in improving its internal mobility approach, so the right development opportunities are available for the right individuals to grow. You will be expected to take a highly collaborative approach to develop clear career pathways across the organisation, to support a new approach to career management and enable individuals to take ownership of their progress and development.  We want to ensure everybody can be their best while working with us, so you will be responsible for understanding the development needs of our diverse workforce, and designing tailored programmes to provide the right development opportunities to diverse groups (gender, disability, age, …) with special attention for entry to work schemes (apprenticeships, graduate programmes, return to work, etc).

Knowledge, skills and experience

About you

A strategic thinker with strong diagnostic, problem solving and analytical skills, you are educated to degree level or equivalent and preferably CIPD qualified. You also have a track record in developing and implementing talent development frameworks, including succession planning and talent identification and retention. What’s more, you are an expert in the design and development of talent identification and development assessments using psychometric tools and comfortable developing innovative career pathways and development frameworks. You have strong experience in designing tailored development programs to support the diversity and inclusion roadmaps in an organisation. You have experience in designing and managing entry to work schemes (use of the apprenticeship levy will be a big bonus).  And when it comes to building strong relationships with stakeholders at all levels so you can deliver, again, you prove you are the person we are looking for.
