We are looking for HR and OD professionals who are at the top of their game, passionate about developing modern, business-focused solutions, and who aren’t afraid to innovate and try something new. The challenge we have at Essex County Council is massive, the opportunity is even bigger. This is your chance to bring new and modern ways of doing things to one of the biggest county councils in the country, where you will be encouraged to share your ideas, experience and be at the heart of creating and delivering best fit solutions.
If the idea of being part of a team which is making a real difference to public service, and to the lives of the residents of Essex, appeals to you – then this is the place for you. You may currently be working in local government, the wider public sector or in the private sector but looking to showcase your skills on a larger stage and focused on business performance which has a real impact on people’s lives.
Joining the Organisational Effectiveness team, you will provide your organisation design expertise and leadership across the Council. Whilst this role will include design work, the real focus is to take ownership of ECC’s approach to organisation and operating model design, including our methodology and toolkit. Working closely with organisational development colleagues, you will ensure that design work also includes a clear focus on culture and behaviours, and that all our leaders understand how organisation design influences individual and business performance. More generally, you will work collaboratively across the whole Organisation Development & People function to support and maximise our contribution throughout the organisation.
Knowledge, skills and experience
With a degree level qualification or equivalent experience, you will likely come from an organisation development and design background with deep knowledge of different design tools and methods and an understanding of how to apply these successfully.
You will have proven experience of delivering a holistic, whole-system approach to organisation design and managing such programmes in a large and complex organisation. Your strong consulting experience, allied with highly effective communication skills, means that you will be able to clearly communicate to a range of audiences with different levels of understanding. Relevant formal training in organisation development and design techniques is desirable, as would be knowledge of business improvement methodologies such as Lean Six Sigma.
