Comstar Appoints New HR Director (Russia)
COMSTAR announced today the appointment  of Dmitry Karmanov as HR director. Mr. Karmanov was  formerly the HR Director of JSC CenterTelecom.

Mr Karmanov will be responsible for further streamlining the management system in the Group of companies, improving its organizational structure, strengthening focus on the growing regional staff, both in terms of headcount and expertise, to devise and implement a new incentives scheme in line with business development strategy.

Biography:

Dmitry Karmanov was born on February 10, 1975 in the city of Shakhty, Rostov Region. In 1997 he graduated from the Perm Higher Military Command-Engineer School of Strategic Missile Troops, specializing in "Management and IT in technical systems ".

From 1998 he worked in the Ministry of Justice of the Russian Federation. From 2001 to 2006 he moved up from a personnel specialist to HR Director in Uralsvyazinform. From February 2006 to June 2007 he was HR Director, and Deputy CEO in CenterTelecom.
